What does the following error means?

 Error! Summary for Filing is not Generated or is not available at this time. Please try again later

click on refresh sign at the top and then try again

it means you submit your data and going to file then this error came
dont worry its portal prob you have to try after some time
but check time to time its open automatically

yes you can if you submit last month return then you can submit next month to
bit without file your last month gstr 1 you cant file next month gstr 1

At the end of GSTR 1 shows "Generate GSTR 1 Summary". Is it mandatory to click that button? Or shall i click submit  button directly?

generate gstr 1 is for update/reflect your data on all columns after it when you see that your data reflect on all columns ... then sfter satisfy submit yur gstr 1 ... after submit your cant edit gstr 1 ... be carefull

If all entered data are in the particular columns,Is it mandatory to click Generate GSTR 1 Summary?

When i tried to generate, a msg coming like  Error! The summary was recently generated. Incase of any discrepancy, please try after : 10/01/2018 11:16:14". So is it mandatory?
