form 119 is not necessary in case ur employer sign form 108. only form 108 is primary requirement for issuance of service certificate. in case u want to alter some details in institute records ( like in my case of completion, i want to alter my corr address), u can attach an application with 108 regarding that. 119 is reqd in that case when employer does not issue form 108 as an intimation and request to employer for issuance of form 108.
