Do the franking date is considered as the registration date?

Hi,

I have passed my IPCC group-I and now applying for the articleship. The last date for the submission of the form is 30th april 2013 for the November 2015 exam. So I approached one of the CA for it. He told me to bring the form and get done the franking from the bank and that franking date will be considered as the registration date for the articleship. and we can submit form even after 30th april. Is it right? I hav done the franking on 23 rd april so can I submit the form after 30th april or will I have to submit it  on or before 30th april only?
