Direct tax

I had registered for vinod Gupta classes in Mumbai for Nov15 batch. but as I am moving from the city to another city where there are no vg study centres, I claimed my money back after service tax deduction. but they are refusing to give me back. how fair and correct is that for us as students? please help me what should I do further?
