No, as per Chapter XI, section 153 of Companies Act 2013 read with rule 9, while filling Form DIR-3 documents as prescribed.
Extract read as, "Board resolution, applicant is required to furnish such proposing appointment as director in an existing company"

For getting Din the certified true copy of board resolution needs to attach with the filing of form DIR 3 with MCA... so without copy of approval one can not proceed further...
