from this year my org. change his accounting policies and create a depreciation reserve on fixed assets while in previous years they charged it from p&l account now my question is how we create a depreciation reserve for the previous years in books of accounts

Just debit the fixed asset for accumulated depreciation and credit provision for depreciation.
