Wat is the procedure to file a appeal to commssioner Appeals with a delay of 15 days?
Is it required to be given in Bond paper?

If appeal is filed beyond date, application for condonation of delay should be filed with appeal. Otherwise, appeal is likely to be dismissed.
Arun is right. Commissioner (Appeals) has power to condone delay for a maximum period of 45 days.
