my father is stat govt employee he contributed in NPS he is eligible to claim dection us 80CCD PLEASE GIUDE ME

No, the language of the section is as follows:

an individual employed by central govt or an individual employed by any other employer or any other assessee, being an individual

80CCD(1) shall be allowed for the contribution made by your father (i.e. Deducted from his salary). Further your father can also claim 80CCD(2) Deduction if his EMPLOYER is also contributing the equal amount in it.

80CCD (2) Deduction is over and above the limit of 80CCD(1).
