At my chapter, they say that the CS articleship is to be amended from 15 months to 36 months. Any updates or info on this?

No buddy.Even if they do,it will apply to the new course student.
Yes there are chances of amendment. But those who have started 15 months training wud get away wit it.Date of registration immaterial.
