Credit of Special CVD can be claimed against CENVAT credit or VAT Credit?

Credit of special cvd in case of import purchase

As far as my knowledge it should be claimed against cenvat credit because for VAT maintain complete different accounts and procedure is also different . spl CVD is part of whole import duty. So i guess it must come under cenvat credit.
