Actually want to ask two questions under consumer protection Act,1986.
whether Supply of electricity is service under service Act,1986.
if yes than tell me that supply of electriciy is disturbed in whole day.i.e its been comes for 5 mintues and then agains power cut due to that distrubance is created in my study.
so my question is whether can I file complaint in the consumer forum.
2. Second question is if dealer are selliing the goods at a price more than the MRP then in that case can i file the complaint under consumer protection Act,1986.
if yes.then i want to ask further that how i can file the complaint because still i have not purhase the good as per Act,consumer means any person who buys goods for considration.
So can i file complaint before becoming a consumer.
