No you can't claim expense in New company name if the bill has been in Old company name.
In my opinion, the expense benefit would automatically be charged to old company and which in turn is becoming the new company. Here is how:
At the date of amalgamation the final books of account on the date of merger is being prepared. If the bill has been received before that date it will simply be charged from old company books and which will decrease old company bank and remaining will be transferred to the Amalgamated company.
If the bill has been received after the finalisation of Amalgamation then you have to visit the electricity Deptt to change the name on bill. Otherwise it will lapse.
