is it compulsory for a company(co.law2013) to appoint company secretary?

Yes For companies having capital rs.10 crores or more.
All Listed company and Other Companies having Paid up capital more than INR 10 Crore need to compluspary appoint Whole Time CS as KMP, Except this voluantry he/she can be appointed in any company.
