Closing down a Pvt. Ltd. Company

Hi , I have a concern. A pvt. ltd. company wants to shut down since it has no revenue for past 2 years and the main issue is that the company had issued shares at premium around 8-9 years back and the balance sheet shows securities premium account.

How can the company put its name for strike off from roc?

Firstly the company needs to comply section 248 for the purpose of getting strike off the company. 

In your case the pending utilisation of security premium can be use in accordance with section 52 of the Companies Act, 2013.
