My query is can a company secretary sign the certified true copy of the resolutions passed before his/her appointment in the company. can the same be filed with ROC.

Yes, Company Secretary can sign the Certified True Copy (CTC) of Board resolution passed before his appointment provided the date of issue of CTC is after his appointment

CS can sign a certified true copy of a resolution which is passed, before his appointment as CS in a Company.. if he is so authorised by Board of Directors of the Company in a Board Meeting held after his appointment
Can the same Director sign the CTC of BR who has been authorised by the board?
