i was a composite supplier under GST, but surrendered my GST registeration with effective date of 01/04/2019
My question is, do i need to file gstr 4 for 1 day and to file annual return for the year 2019-20?

Yes. Kindly check whether cancelled on 31.03.2019. If not file CMP 08 for this quarter and GSTR 4 as One Time Return within 30.04.2020.
the certificate says that effective date of cancellarion of registration is 01-04-2019
