Can we issue credit notes related to f.y 17-18 in gstr1 of dec 18 & jan 19

Hello everyone,

I need help on issuance of credit notes for the f.y 17-18 in gstr-1 of dec 18 & jan 19, as per reference of sec 34 (2) of cgst act time limit of issue of credit note/ debit note was sep -18 or annual return whichever is earlier, So if any further amendment in such section so please reply with particular amendment link. we are require to issue credit note to settle our books.
