Can we file eo against epcg without brc

We are exporting our products under EPCG scheme from Sep - 2011. We failed to submit our export documents to our bank resulting they have not issued BRC against our exports although they have credited the payment in our account. Right now we have to submit EO to surrender the EPCG licences, so what will be possible resolution? as our bank denied to issue the BRC for old period. Please advice on same.
