The provisions of Capital Loss/gains is applicable only when there is a sale/transfer of capital asset. You cant do so because there is no sale. If you are a trader of shares, where you treat your shares as stock in trade, you can claim such losses.

Only losses allowed under provisions of income tax act can be carried forward .
Demat charges are expenses and not Losses.
So you cannot carry forward it.
