Can a Govt Employee become a Director or Member of a Pvt Ltd Company

Can a person who is in full time employment as a Govt. employee:
1. Whether he can act as a director of the company?
2. Whether he can act as a member of the company?
The company is totally unrelated to the line of employment.

Subject To Approval From Concerned Govt and Not against the terms of employment of company ,for membership is ( if it's as investor shareholder ) then it's possible , but it's always better to check employment conditions.
