I wanted to ask by when will the registration for cpt open and will this time new course be started (Foundation) ??
also everyone pls share your reviews on whether new course is better or was the old one better?

New proposal, yet to take effect . forget that and join cpt anytime now. No issues.
You can get registered at any time. But for June 2016 you should be Registered before April 01.
