Can any one clarify whether CA who is not in practise can certify True Copy to Photocopy of marksheets which one need to submit to any Educational Institute?

I have asked the same on Tollfree Helpline & they have answered that Non practising CA can do the attestation of Marksheets of Educational certificate.
