Arrears on pension

Dear Experts, My client  is a pensioner who is received an arrear for the period  of 1993-94 to 2002-03 in the previous year 2013-14. Could we claim relief U/s 89(1) ? If S Kinldy refer any calculation format which has the period from F Y 1993 to till date. Or not kinldy put light on it.
