I FEEL THE ANSWER WOULD BE "NO" SINCE IT WAS A UPSC EXAM AND NO GOVERNMENT AUTHORITY IS HONEST 

IF YOU ARE NOT HONEST THAN WHY UPSC EXAMINER WILL SELECT YOU ?

BCOZ IF I M HONEST THEN THEY WONT BE ABLE TO TAKE BRIBE AND ALL NA

no,i m not saying i m maker of honesty.........................i m saying honesty is best policy so will follow it to make other policies....and will try to bring out honesty of people to work for the nation...........................
