Appointment of Semi-qualified CS

Is it mandatory to appoint a semi-qualified CS ( i.e. Intermediate Pass from the Institute of Company Secretaries of India) as Secretary in a Company having paid-up share capital of less than 2 (two) crores? What is the stand of Section 25 companies in this regard?

SEC. 383A of Companies Act stated that the Company which have paid up share capital exceedind Rs. 2 crores need to appoint a CS. Its not at all mandatory to appoint a Semi qualified CS for Companies having paid up share capital less than Rs. 2 Cr. They only need to file a compliance certificate with the ROC
