Annual return is to be filed by every registered person by 31st dec
I have asked any value limit fixed say 1crore
All the registered taxable persons under GST must file GSTR 9

No there is no any such limit define in Act , yes upto 2crore No need to upload Audit report .
The Govt has Notified form 9 for annual return by Notification 39/2018 CT .
