they say first you give me registration no. and than take goods

So take GST Registration !!!

but our pm said that who person is not necessary to take registration

Either you take registration voluntarily and do business. Else don't take registration and lose business. Choice is yours.

if turnover is less than 20 lakh and not engaged in inter state supply then no need to get registered compulsorily. those who are not selling goods to u are not having good knowledge of gst. u can change your supplier and if not possible then u have to get registered as your supplier is not having good knowledge.but do remember that after that u have to comply with various provisions
