about "C form"

hi, our company do business in india, and I am a accoutant. I saw the rate of CST on one of our sale bills is 10%, I think if the customer give us " C form" ,the rate of CST will be 3% or 2% ,according to the invoice date. But someone told me sometimes the customer can not give us the "C form" . For example , if we bought goods from Bombay, we sell these goods to the company located in Delhi,and our company registered in U.P. ,so that customer can't give us " C form", because this business involved three states , so no " C form" . is that truth? please help me , thinks!

no its not true u have to give c forms and u will receive from the seller (he will take it from the nearsest excise and taxation department) then u will avail deduction form the tax

thanks. sometimes , when we make agreement with customers , the value of agreement included all the tax , so we have to pay the value of tax displayed on the sales bill to the government .For example , if we issue a sale bill to customer without taking form c from customer, the rate of tax will be 10%, our company have to pay the tax claimed on the sale bill. if the customer give us form c , the rate of tax will be  3%, so our company can pay little tax , it can save us more money. is that true?
