My NGO's 80G application rejected due to violation of section 13 of IT Act 1961. The application was rejected in 2013. Now i want to ask can i again reapply for 80G license?

Yes, provided necessary/ incomplete conditions for rejection of earlier applications are satisfied/completed as per requirement.
