The "Transporter" option is a mechanism to delegate the responsibility of updating vehicle details (Part B) and, in some cases, generating the e-Way Bill itself, to the entity physically moving the goods. If you are a transporter, you use this to link your ID to the shipment so you can manage the transportation records on the government portal.
