TDS PAN CARD INOPERATIVE

I have received TDS demand notice of Pan card inoperative of vendor. But the vendor says his Pan card is linked and status also shows that Pan card is operative but still I received TDS demand .When I contacted CPC they say demand is payable as Pan was inoperative at date of deduction.

Please I want to know how to find the date when Pan card and Aadhar card is linked by the vendor.

What do you suggest in above cases? the receiver of benefit would have to bear extra tax burden because of error of the other person. in some cases he would not be able to recover the extra tds he is paying.
