Sir, as per recent High Court ruling, I heard pre 2012 under construction property cannot be charged ST, the buyer can claim refund if already paid. So please guide if this ruling is now effective and can I get the refund of ST already paid since 2011. How to claim refund. When I went to builder he says the rule still now there and is in court so cannot refund. Please guide
