No TDS is deducted on purchase of water as there is no contract or agreement involved.

First check the agrement, if thre is an contract then, deduct TDS as per section 194C

Purchase of water does not involve any service.. no tds need to be deducted for purchases.

If It is "Registration Fee Then TDS neednot be deducted (my opinion).. But If it involves any special Training by a professional particularly for you then TDS should be deducted Under sec 194J
