Is an apartment owner responsible for tenant items in the event of a disaster or an accident

Facts:

Water released into apartment due to fire alarm which went off without any reason as per tenant.

As per tenant water damaged some of his personal stuff  and believes landlord should reimburse him for the damage.

Question:

Is landlord responsible for the personal items of tenant due to a disaster or accident in the rented property ?
