Inc-1 problem

Hi guys, I am new to caclubindia. I have filed a INC-1 for my client(first time). MCA rejected it and sayed group word is undesirable and need to attach noc which I did not have. Then I have resubmited the form after changing name. 4 days later mca shows that it has been assigned. after few 2 more it shows "Held in Abeyance"  what does it mean. and today it is now showing "pending for action". I have tried to contact ROC Delhi but they never pick up the phone or hang up the phone without answering. Please help me this is the first company which I am filling
