HSN Code / SAC for General Order Supplier?

Assessee is going to enter into contract with Railway for supplying different types of goods as per their requirements, hence the assessee will not deal with any single good. I think, we can say that the assessee is general order supplier.

What will be the HSN Code or SAC for this type of business?

can you clarify the goods being supplied.
moreover it's really difficult task for anyone to remember every HSN/SAC code , so it's better if know the Goods to be supply can check HSN by referring Notification 1/2017 CT (R) or can Google.

The goods will be supplied on the basis of the requirement to be placed by the Railway, that's why it's becoming difficult to identify the nature of this assessee. It's not that the assessee will supply ony single good. But he will know which goods have to supply after getting each order from the Railway. 

I have also opinion that this assessee should be clarified as Supplier of Service. Because, although he will supply different types of goods, but principal thing is that he is bound to a contract with Railway and due to this contract he will be responsible for supplying all such goods as would require by Railway. But again the same question - which SAC?

Hope I am able to describe the problem clearly.
