Gst registration

I am trying to register one of my client under GST with the provisional ID & Password given to the client by the tax officers. But it is showing error " USER NAME IS NOT VALID OR ACTIVATED. KINDLY ENSURE THAT ENROLLMENT PROCESS FOR YOUR STATE IS STARTED AT GST PORTAL. REFER STATE SPECIFIC ENROLLMENT SCHEDULE AVAILABLE AT PORTAL"
