From when can a copy of resolution be cerified?

Dear all,

Assuming that the responses for the draft minutes, that were ciculated to the directors on the day of the meeting itself, have been received within two days of the meeting, can a certified copy of a resolution be given to whomsoever concerned before the minutes of the board meeting in which the resolution has been passed has been recorded in the minutes book?

Sometimes there can be an urgent business that will need such a quick action
