Want to file ITR 4/4S for AY 2015-16, Assesse didn't have any taxable income in said year. I visited local ITO office, they are not accepting my ITR on time barred ground. It's urgent for Visa application requirements they asked for last three year ITR, for 2016, 2017 I have filed online. Can I file manually at any other Income Tax office like Hyderabad, is it possible? OR How to convey local AO for accepting ITR AY 2015-16.

It can not be filed until notice 142(1)(i) is issued by department....return can be filed in response of that notice only
