Registration under Excise is different than Import of goods. For Import & Export of goods one needs to get IEC (Import export code). Registration for both is independent.

Registration under Excise can be done through www.aces.gov.in

Dear Mr. Subrata,
You can register with Central excise as dealer, which is help to you to pass excise duty to your customer what you have paid at the time of purchase. It will help to reduce the landed cost at customer end.
Import/Export licence is for import and of materials
