if a student has not got 55% marksand above in the graduationbut the studnt has cleared his cs exucutive exam is a student can directly get into the ipcc or not

He can enter IPCC based on CS inter. But his training starts only after completion of 1st group ipcc. The matter is still pending with the Govt. So you may need to wait for some time.
