As the last date of AGM is 30 September 2019, and the date of signing of audit report is 31 October 2019.

what date should be consider.
whether there will any late fee charge or any kind of other fee.

Auditor has to sign the Audit Report, before AGM as when Notice of AGM is sent to shareholders , along with that signed Audit Report also need to be sent ,so practically Audit report signing Date cannot be after AGM.
