I did not received form 16 for f.y. 2015-16 and my TDS is not deducted, So can I file ITR-1 for f.y 2015-16

Form 16 or 16A is only received if tax is deducted. As ur tax is not deducted by ur employer, hence u'll not receive Form 16.
