Can a company be called Listed for the XBRL purpose if only its debentures are listed on a recognised stock exchange?

I would like to bring your attention to the provisions of section 2(23A)i.e Listed company means a public limited company which has any of its securities listed in any of recognized stock exchange...

And for xbrl they has prescribed only listed companies....
