what is part2,part3 in MEF?

21 December 2007 i saw that there is a note in "MEF category listing" in website(http://www.meficai.org/mymefcategory.jsp) that as " part2,part3 are inelgible for RBI panel"
what is that part2, part3?
pls reply soon....
