vat and service tax on photocopy bill

can some one explain why on the the bill of photocopy service tax & vat both have been charges.

14 March 2008 PHOTO COPY BILL INCLUDES COST OF PAPER WHICH ATTRACTS SALES TAX AND XEROX CHARGES (i.e. printing charges )WHICH ATTRACTS SERVICE TAX UNDER BUSINESS AUXILLIARY SERVICE.
