01 July 2015 TDS need to deduct on gross value of bill (excluding service tax), but you query mentioned the VAT, if VAT charged it seems to be supply bill, please check the TDS applicability

02 July 2015 TDS TO BE DEDUCTED ON SERVICE BILL NOT ON PURCHASES. AND ON SERVICE BILL TDS ON THE ONLY SERVICE AMOUNT NOT ON THE SERVICE TAX AMOUNT.
