Pl tell me TDS rate and section for 'Contract for Work' and 'Contract for Sale'. Pl tell me any Supreme Court ruling "TDS will not deduct in Contract for Sale of Goods,.

I want to know difference between 'Contract for Work' and 'Contract for Sale of Goods'. One another thing that pl tell me is TDS not deduct 'Contract for Sale of Goods' as per Supreme Court Ruling Circular No. 13/ 2006 dt 13/12/2006.
