Can someone plz suggest if TDS is applicable on payment (194C) to State Govt Undertakings?

15 January 2017 Please refer Section 196. Government means both the state and central governments. If the undertaking is not liable to
pay income tax then TDS is not required to be deducted. Please also refer-
