Tds on online advertisement (payment to foreign entity)

22 October 2016 i have to pay 200 $ to foreign entity(spain) for online advertisement provided by them. tds should be deducted or not.

23 October 2016 No TDS applicable as the entity is non resident and not having permanent establishment in India.
